Step 1: Find a Qualified Physician

Start by finding a Florida-licensed MD or DO who has completed the mandatory 2-hour CME course on medical marijuana. The OMMU maintains a searchable physician directory at knowthefactsmmj.com/physicians/list.

The initial visit must be in-person. Under HB 387 (passed 2023), only subsequent recertification visits may be conducted via telehealth. Expect to pay $150–$250 for the initial consultation. This cost is not covered by insurance.

Step 2: Get a Physician Certification

If the physician determines you qualify under Florida's qualifying conditions, they will enter your information into the Medical Marijuana Use Registry (MMUR). The physician certifies your diagnosis, appropriate routes of administration, and daily dosage limits.

Step 3: Apply Online Through the MMUR

After your physician enters your certification, you will receive two emails from the OMMU with login credentials for the MMUR portal at mmuregistry.flhealth.gov. Then:

  1. Log into the MMUR portal
  2. Complete the online application
  3. Upload a passport-style photo
  4. Provide proof of Florida residency (may auto-verify through the FLHSMV database)
  5. Pay the $75 state application fee ($77.75 with the online convenience fee)

Step 4: Wait for Processing

Online applications are typically processed in approximately 10 business days. Upon approval:

  • A temporary card is emailed immediately, allowing purchases at dispensaries
  • A physical card is mailed separately

Step 5: Visit a Dispensary

With your temporary or physical card and a valid Florida ID, you can visit any of the state's 740+ dispensary locations. You do not need to pre-register with any particular MMTC — your card is valid at all licensed dispensaries.
